One day in Dar es Salaam, the founder of Hernatter Limited visited a local stationery shop. These shops are common across Tanzania. Citizens line up at them every day, not just to print documents, but to get help navigating government e-services.
The people there were not just struggling with paperwork. They had a much bigger problem: they did not know which government department provides the service they need.
Someone wanting a driving license had no idea it is provided by TRA. Business owners did not know that most business licenses come through TAUSI. Citizens were lost before they even started.
The Everyday Reality

That simple question became the foundation of Raia. The vision was clear: build a platform where any citizen can search for a service they need, instantly see which department provides it, discover what other services that department offers, and navigate directly to the right official page. No confusion. No middlemen. No wasted trips.
What Raia Does
Raia is a navigation layer that helps citizens find government services. It is not a service processor.
Raia does not access, connect to, or modify any government databases or systems. Raia is not here to compete with the government. We exist to help people find government portals and services more easily.

Department Management
Government representatives can manage their department on Raia. Update services, publish information, and keep everything current for citizens. Access to department dashboards is limited to authorized representatives approved by their respective institutions.
Our Platform Role
Raia does:

Raia is a privately owned and independently operated platform built by HERNATTER LIMITED. Raia has no formal affiliation, endorsement, or partnership with the Government of the United Republic of Tanzania unless explicitly announced through official channels by both parties.
Government department information displayed on Raia is compiled from publicly available sources and may be updated by authorized department representatives. For official and legally binding information, users should always refer to the relevant government department's official website or office.
